B.     ARBITERS’ COMMISSION DISCIPLINARY SUBCOMMITTEE’S DECISION
REGARDING THE MONGOLIAN CASE (IA Genden Altan-Och)

The Arbiters’ Commission Disciplinary Subcommittee dealt with the case of the two Mongolian Arbiters (IA Genden Altan-Och and FA Batsaikhan Tserendorj), who were accused by ex officials of the Mongolian Chess Federation for mishandling of two International Arbiter’s norms for FA Batsaikhan Tserendorj.
Attached are submitted the complaint to FIDE, the information from the Mongolian Chess Federation about the case and the Disciplinary Subcommittee’s decision for the penalties.

C.    REFRESHING COURSES FOR ARBITERS ON INTERNET

After the successful organization in 2014 of seven (7) workshops for the training of the International Arbiters (in which 185 Arbiters participated), the FIDE Arbiters' Commission continued the project of the training of the Arbiters by organizing Refreshing Courses on Internet.
       The following subjects are discussed in these Refreshing Courses:
       (a) the changes of the Laws of Chess that have been in effect since 1 July 2014.
       (b) The changes of FIDE Titles, Ratings Regulations and Swiss System regulations that have been in effect since 1 July 2014.
       (c) The Anti cheating regulations that will be in effect soon.
       The courses lasted for three days, with one evening session of three (3) hours per day. The participation was free for all licensed International and FIDE Arbiters.
       Until now four (4) Refreshing Courses for Arbiters on Internet have been organized (in Russian, Arabic, Spanish and English language), where 155 Arbiters from all over the World participated.
       In the next period Refreshing Courses will be also organized in Iran and Singapore.
           
D.    COMMUNICATION WITH  FEDERATIONS
      
Many e-mails have been exchanged with Elista Office, Athens Office and National Federations, clarifying the decisions of the Sochi 2014 FIDE Presidential Board, regarding the titles of FA and IA, and giving information regarding the organization of FIDE Arbiters’ Seminars, as well as the about the Arbiters’ Licenses.

E.     2014 ARBITERS’ MANUAL

The Commission in cooperation with the Athens FIDE Office continues distributing to the Federations per their request the books of the 2014 Arbiters’ Manual.
After Tromso Olympiad (where 500 books were distributed to the Delegates of all National Federations, to all Arbiters and to all Officials of the Olympiad) about 1.500 books have been distributed to 50 federations.
           
F.     RECOMMENDATIONS FOR FA AND IA TITLE APPLICATIONS

In the attached file there are the recommendations of the Arbiters’ Commission for the FA and IA title applications that have been submitted for approval by the FIDE PB in Chengdu, China.

B. COMMUNICATION WITH  FEDERATIONS

Many e-mails have been exchanged with Elista Office and National Federations, clarifying the decisions of the Yerevan 2013 FIDE Presidential Board, regarding the titles of FA and IA, and giving information regarding the organization of FIDE Arbiters’ Seminars, as well as the new regulations about the Arbiters’ License.

 

C. ARBITERS’ CLASSIFICATION

After requests from many Federations, the Commission has updated the list of the Arbiters’ Classification. The new list has been published since 6 May on the FIDE and Arbiters’ Commission websites.

 

D. RECOMMENDATIONS FOR FA AND IA TITLE APPLICATIONS

In the attached file there is the recommendation of the Arbiters’ Commission for the FA and IA title applications that have been submitted for approval by the FIDE PB in Baku, Azerbaijan.

 

E. RECOMMENDATION FOR THE LIST OF LECTURERS

The Arbiters’ Commission, after the Azerbaijan Chess Federation’s request (see attached file), recommends IA Faik Gashanov (AZE) to be included in the list of FIDE Lecturers.

 

F. ARBITERS’ LICENSE

The list of the Licensed Arbiters has been published on the Arbiters’ Commission website since 1 January 2013.

The list is updated daily, according to the lists of Arbiters who get the license, submitted by the Federations. At the moment 125 Federations have sent lists with Arbiters to get the license.

The total number of the Licensed Arbiters so far is about 5.000.

The cards for the Licensed Arbiters are prepared by Athens FIDE Office.

Many e-mails have been exchanged with Elista Office and National Federations, clarifying the decisions of the Istanbul 2012 FIDE Congress, regarding the titles of FA and IA, and giving information regarding the organization of FIDE Arbiters' Seminars, as well as the new regulations about the Arbiters' License.

 

C. ARBITERS' LICENSE

The list of the Licensed Arbiters has been published on the Arbiters' Commission website since 1 January 2013.

The list is updated daily, according to the lists of Arbiters who get the license, submitted by the Federations. At the moment 108 Federations have sent lists with Arbiters to get the license.

The total number of the Licensed Arbiters so far is about 4.000.

The cards for the Licensed Arbiters are prepared by Athens FIDE Office.

D. UPDATE OF THE FIDE LECTURERS’ LIST

IA Alexander Tkachev application to be included in the FIDE Lecturers’ list has to be approved, as he fulfills all the requirements, according to the regulations.
