in memoriam guzman haensch hugoWe are sorry to inform you that on the night of April 13th our colleague IA Guzman Haensch, Hugo passed away.
Hugo Guzmán was an international arbiter from 1980, working those years for the FEDAJ (Chilean Chess Federation) led by Sergio Costagliola. At the end of the 80s he moved his residence to Buenos Aires (Argentina) where he consolidated his career as a referee, coming to be in charge as rating administrator of the FADA (Argentine Chess Federation) and arbiters teacher for CBX (Brazil Chess Federation).
During those years he also officiated as Chief Arbiter of the World Youth Championship in Chile (1990) and the World Youth Championship in Buenos Aires (1992), also in charge of many national championships of the Argentine chess championship, in different categories.
His last years he worked to the Chilean Chess Federation as a rating administrator, also leading the teaching process and the development of the main national tournaments in Chile.
Hugo leaves many friends, students and colleagues who admired him for his thorough knowledge and application of the laws of chess as well as his constant effort to give the role of the chess arbiter the importance and relevance it deserves.
Let him rest in peace.
FIDE Arbiters' Commission releases FIDE Arbiters' Manual 2020

pic arbiters manual 2020aThe FIDE Arbiters' Commission is pleased to release the edition 2020 of the FIDE Arbiters' Manual. The document includes welcome word by FIDE President Arkady Dvorkovich and an introduction written by Laurent FREYD Chairman FIDE - Arbiters Commission.

This version contains updated regulations from the FIDE Handbook:
- C02 and C05, by the Technical Commission about Tournaments
- B02, by the Qualification Commission, about Rapid and Blitz rating

Structured in 12 Chapters, the topics have been reorganized to follow the preoccupations of the arbiters:
1. Governing play: Roles and duties, Laws of Chess, Anti-Cheating, Pairings
2. Players' focus: Ratings and norms
3. Technical references: Tournaments and tie-breaks
4. Administrative: titles and classifications of arbiters, application forms

Since the new FIDE ARB Commission was nominated, Councilor IA Shohreh Bayat took the lead on the Manual. She closely worked with one of our valuable members IA Alex McFarlane in a real marathon of reviews, proposals and improvements. They also got notable contributions from IA Tomasz Delega (Chairman of the ECU Arbiters' Council), IA Aris Marghetis (Former Secretary of the ARB and FIDE Lecturer), IA Alex Holowczak (Secretary of the Qualification Commission), IA Gopakumar MS (Member of the Fair Play Commission and FIDE Lecturer, IA Hal Bond (Member of the Planning and Development Commission and FIDE Lecturer). seminar logoThe 73rd Internet based FIDE Arbiters' Seminar is going to be organized from 16/04/2020 to 20/04/2020 by the Oman Chess Committee and Asia Chess Federation, under the auspices of FIDE. 
The Lecturer will be IA Abdulrahim, Mahdi (UAE), FIDE Lecturer.
The language of the Seminar will be Arabic.
The Seminar will give norms and titles of FIDE Arbiter, according to the Regulations for the titles of Arbiters.

Obituary for ΙΑ Eduardo Mieles Viteri (1954-2020)

in memoriam mieles-viteri-eduardoIt is with the deepest sadness that we learned about the passing of Eduardo Mieles Viteri, who was President of the Ecuadorian Chess Federation, as well as a member of the FIDE Executive Board. Eduardo was also an International Arbiter and member of the Confederation of Chess for America.

We are very thankful for his dedication and his contributions to promoting chess from all these institutions, and we would like to express our sincerest condolences to his relatives, his loved ones, and all the members of the chess community in Ecuador. In particular, our thoughts are with his son, the International Master Daniel Mieles Palau.
FIDE Arbiters’ Seminar in Iwo, Osun State, Nigeria (March 2020) - Report

iwo march2020 pic01From 11th to 14th March 2020, a FIDE Arbiters’ Seminar was organized in Iwo, Nigeria, by the Nigeria Chess Federation, under the auspices of FIDE.
In parallel of the seminar was held the first National Championship of Nigeria (both open and women sections) and the closing ceremony happened as the seminar finished on Saturday 14th. Thanks to the Nigeria Chess Federation and its president Lekan Adeyemi, FIDE Vice President, for the organization in good conditions for all participants! The arbiter of the national championship was FA Paul Kehinde Boyo.
The Lecturer was IA Freyd, Laurent (FRA), FIDE Lecturer and the Assistant Lecturer was IA Adeyemi, Olalekan (NGR).
The language of the Seminar was English.
Eighteen (18) arbiters from Nigeria participated in the Seminar and all of them participated in the examination test, held after the end of the lectures.
