The FIDE Arbiters’ Commission, having taken into consideration all decisions of the FIDE Presidential Boards, Executive Boards and General Assemblies, finalized the actual guide.
This guide shall apply to the FIDE Arbiters’ System, dealing with the titles for the Arbiters and with its training through Seminars.
1. Arbiters’ Titles
1.1. FIDE and FIDE Arbiters’ Commission recognize the following titles (in order of expertise):
1.1.1. International Arbiter (IA)
1.1.2. FIDE Arbiter (FA)
The title of International Arbiter can be awarded only to applicants who have already been awarded the title of FIDE Arbiter.
1.2. In order to obtain an Arbiters’ title the candidate shall send an application, including all required forms properly filled (IA1/FA1 and IT3 for every tournament-norm, IA2/FA2 for every application, information about the successful attended FA seminar, etc.) to the FIDE Elista Office, which will be published on the FIDE website, prior to approval.
1.3. The title applications are approved by the FIDE Presidential Board, or Executive Board, or General Assembly, after recommendation of the FIDE Arbiters’ Commission.
1.4. The approved titles are published on the FIDE website
1.5 Arbiters of National Level (NA)
The title of the Arbiter of National Level (NA) is under responsibility of the National Federations.
FIDE Arbiters’ Commission registers and issues Licences for Arbiters of National Level (NA) after recommendation of their Federations.

2. Arbiters’ Categories
2.1. FIDE and FIDE Arbiters’ Commission recognize the following categories (in order of expertise):
2.1.1. A’ Category (only IA)
2.1.2. B’ Category (only IA)
2.1.3. C’ Category (IA and FA)
2.1.4. D’ Category (IA and FA)
2.2. Arbiters with no activity are classified in the Inactive Arbiters list.

3. Arbiters’ Seminars
3.1. FIDE and FIDE Arbiters’ Commission have introduced the FIDE Arbiters’ Seminars, for the training of the Arbiters.
The attendance of a FIDE Arbiters’ Seminar and the successful passing of the examination test (achieving at least 80% of total points) are obligatory for obtaining the title of FIDE Arbiter (FA).
3.2. A FIDE Arbiters’ Seminar shall be organized by a Chess body (Federation, Chess Club, Chess Academy or other Chess Organization), after the submission of an application (see Application Form) to the FIDE Arbiters’ Commission and its approval.
3.3. The Seminar shall be conducted by a Lecturer (IA who is included in the List of Lecturers of FIDE), who is appointed by the FIDE Arbiters’ Commission and may be recommended by the Organizer. An Assistant Lecturer may be appointed by the Organizer.
3.4. After the end of the Seminar the Lecturer shall send his report and the results of the examination test for approval to the FIDE Arbiters’ Commission, and they will be published on the FIFDE website. The achieved norms and titles from the Seminar shall be approved by the FIDE Presidential Board, or Executive Board, or General Assembly, after the recommendation of the FIDE Arbiters’ Commission and will be published on the FIDE website.
3.5. It is possible a FIDE Arbiters’ Seminar to be organized through Internet.

3.6. The Stipend for the Lecturer of a FIDE Arbiters’ Seminar may be one thousand five hundred (1.500) euros.
