REPORT OF THE ARBITERS’ COMMISSION for the 2nd Quarter 2013 FIDE PB (Baku, AZERBAIJAN 4-7/5/2013)

A. FIDE ARBITERS’ SEMINARS

    In the period from middle of January 2013 until end of April 2013 nineteen (19) FIDE ARBITERS’ SEMINARS were organized in the following places and dates, under the auspices of FIDE:

    1. Patra, GREECE, 25 – 27 January 2013 (report and results have been published on the FIDE website)
    2. Moscow, RUSSIA, 1-6 February 2013 (report and results have been published on the FIDE website)
    3. Jeddah, SAUDI ARABIA, 5-8 February 2013 (report and results have been published on the FIDE website)
    4. Bacau, GAMBIA, 11-14 February 2013 (report and results have been published on the FIDE website)
    5. HONDURAS, 22nd Internet, 12-17 February 2013 (report and results have been published on the FIDE website)
    6. Khartoum, SUDAN, 22-27 March 2013 (report and results have been published on the FIDE website)
    7. Arbiters’ Commission, 23rd INTERNET, 8-14 April 2013 (report and results have been published on the FIDE website).
    8. COSTA RICA, 25th INTERNET, 10-14 April 22013 (report and results have been published on the FIDE website).
    9. Sochi, RUSSIA, 17-22 April 2013 (report and results have been published on the FIDE website).

    The following FIDE Arbiters’ Seminars have been approved for the next period:

    1.   Dubai, UAE, 5-9 May 2013

    2.   Thessaloniki, GREECE, 24-26 May 2013

    3.   Osh, KYRGYSTAN, 2-6 June 2013

    4.   Ureki, GEORGIA, 18-22 June 2013

    5.   Port Elizabeth, SOUTH AFRICA, 4-7 July 2013

    6.   Kiryat Ono, ISRAEL, 9-14 July 2013

    7.   Reilingen, GERMANY, 11-14 July 2013.

    The list of the FA norms and titles for approval by the PB are attached.

      B. COMMUNICATION WITH  FEDERATIONS

        Many e-mails have been exchanged with Elista Office and National Federations, clarifying the decisions of the Yerevan 2013 FIDE Presidential Board, regarding the titles of FA and IA, and giving information regarding the organization of FIDE Arbiters’ Seminars, as well as the new regulations about the Arbiters’ License.

          C. ARBITERS’ CLASSIFICATION

            After requests from many Federations, the Commission has updated the list of the Arbiters’ Classification. The new list has been published since 6 May on the FIDE and Arbiters’ Commission websites.

              D. RECOMMENDATIONS FOR FA AND IA TITLE APPLICATIONS

                In the attached file there is the recommendation of the Arbiters’ Commission for the FA and IA title applications that have been submitted for approval by the FIDE PB in Baku, Azerbaijan.

                  E. RECOMMENDATION FOR THE LIST OF LECTURERS

                    The Arbiters’ Commission, after the Azerbaijan Chess Federation’s request (see attached file), recommends IA Faik Gashanov (AZE) to be included in the list of FIDE Lecturers.

                      F. ARBITERS’ LICENSE

                        The list of the Licensed Arbiters has been published on the Arbiters’ Commission website since 1 January 2013.

                        The list is updated daily, according to the lists of Arbiters who get the license, submitted by the Federations. At the moment 125 Federations have sent lists with Arbiters to get the license.

                        The total number of the Licensed Arbiters so far is about 5.000.

                        The cards for the Licensed Arbiters are prepared by Athens FIDE Office.
